Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.   IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe and Central Asia, and the Americas. IFRC also has cluster and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster, and country) comprise the IFRC Secretariat.

In late 2021, a new Country Cluster Delegation was established in Sarajevo to implement in practice IFRC’s vision of the Agenda for Renewal in the covered 8 countries. The Central & South-Eastern Europe (CSEE) Country Cluster works with the National Societies of Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, North Macedonia, Romania, and Serbia.

Several cluster-wide programs are implemented in these countries, including Covid19-focused, support for migrants, and several aspects of disaster preparedness and response management systems.  The countries are also affected by the situation in Ukraine. IFRC has launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated at the European regional level – with numerous country level operations ongoing.  All 8 countries covered by the CSEE cluster office are impacted, yet at very different scales, by the humanitarian situation in Ukraine and resulting outflow of refugees. IFRC supports these countries from its cluster delegation in Sarajevo. Given the scale of operations; IFRC is present in Romania with a team of delegates, including a NSD Coordinator, focusing on Romania; and an Operations Manager is deployed to Bulgaria.

Part of IFRC’s core mandate is to support the organizational development of National Societies in order to build better and stronger financial and organizational development system and capacities in line with 7 transformations of IFRC Strategy 2030. The CSEE cluster office in Sarajevo comprises a NSD Delegate, who works for the cluster but focuses their specific engagement with the Red Cross Society of Bosnia and Herzegovina (RCSBiH), due to the complex administrative structure of the country that is mirrored in the internal structure of RCSBiH.  The position of NSD Officer works directly with the NSD Delegate and assists her in the fulfilment of NSD responsibilities.

 

Job Purpose

The NSD Officer supports and assists the NSD Delegate, who serves as an advisor to the National Societies in Central & South-Eastern Europe with the specific aim to facilitate high quality National Society development support and strengthen the institutional and managerial capacities, especially in the areas of governance, management, legislative advocacy, volunteer management, project management, resource mobilisation and contributing to improve the performance and impact of the NS in fulfilling their humanitarian mandate by positioning them and their branches as strong and effective local actors, auxiliary to public authorities.

The NSD Delegate provides concrete technical support on a wide range of organizational development steps, tailored to each NS’s specific needs and context (with specific focus on the RCSBiH) and in line with IFRC’s global policies and standards – and the NSD Officer assists the administration and follow-through of these steps.

Hence, the incumbent will provide direct technical and administrative support to the NSD Delegate and the noted efforts. In practical terms, such assistance can include responsibilities of task management, scheduling and organizing meetings/workshops, writing and editing notes for file and other ad hoc documentation, as well as facilitating assessment of Cluster NS’s (beyond BiH; also the NSs of Albania, Bulgaria, Croatia, Montenegro, North Macedonia, and Serbia – excluding Romania, since an NSD Coordinator is based there) organizational strengths and weaknesses, supporting knowledge-and-good practice exchanges. ).

 

Job Duties and Responsibilities

The NSD Officer will undertake the following specific duties and responsibilities as support to the NSD Delegate in fulfilling the designated responsibilities and services to the National Societies of the Central & South-Eastern Europe country cluster; namely:

  • Scheduling meetings, organizing workshops, and taking minutes of the meetings.
  • Writing and editing notes for file, keeping documentation of agreements and specific next steps for implementation.
  • Be the Focal Point for assessments of the National Societies’ organizational strengths and weaknesses and collate and analyse received data identifying their respective strengths and limitations, key gaps, and opportunities for improvement.
  • Contribute to timely planning, budgeting, and reporting on NSD issues in an appropriate manner following the IFRC requirements, formats, and standards and linking organizational development efforts to the overall Federation-wide strategies, policies, and agreements made at global statutory meetings.
  • Support maintenance of regular ad proactive dialogue with Movement partners and other stakeholders to ensure coherence and complementarity of support by all components of the Movement and alignment of all Movement NSD support and promote coordination at country and cluster levels to optimize resources and impact.
  • Linking NSD ideas and plans with the Cluster’s operational and programming efforts so that all efforts are aligned and coordinated.
  • Contribute to the National Societies knowledge-sharing through documentation and dissemination of identified examples of good practices and facilitating knowledge-and-practice exchanges.
  • Building a database on cluster NSs legal base revision process.
  • Support resource mobilization for organizational development and related areas.

 

Education

University degree in a Development related discipline, Social Sciences and/or Management; advanced degree preferred

Background in non-profit management and consulting

Basic Delegates Training Course or equivalent knowledge is and advantage

 

Experience

Required

  • Proven experience of at least 3 years in programme/project management in humanitarian and/or non-governmental organizations
  • Proven experience in management at senior level including financial, personnel and programme management

Preferred

  • Previous experience of at least 3 years in consulting and facilitating organisational development in a National Society or similar voluntary organization is an advantage
  • Experience in local capacity building, volunteer management, and/or community development in cross-cultural and diversity-sensitive environments
  • Volunteering experiences in humanitarian, non-governmental sector

 

Knowledge, Skills and Languages

  • Proven analytical skills and strategic thinking
  • Sound knowledge of financial management and project design, budget, monitoring, evaluation and reporting
  • Able to work with due sensitivity in a multi-cultural environment and virtual or/and dispersed teams
  • Expertise in change management and implementation as well as strategy development
  • Knowledge of fundraising and resource mobilization strategies
  • Fluently spoken and written English
  • Other languages: Bosnian, Croatian, Serbian
