Summary
This position is an exciting opportunity to join a growing organization in developing its global humanitarian practices. The WASH Manager will oversee the strategic development and positioning of the organization in Ukraine in the areas of Water, Sanitation & Hygiene while supervising the implementation of projects.
Context
IsraAID is an Israel-based non-governmental organization that was founded in 2001 and has since its inception worked in emergency and long-term development settings in over 54 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering with local communities around the world to provide urgent aid, assist in recovery, and reduce the risk of future disasters.
IsraAID has been operating in Ukraine since early 2022 when the organization responded to the urgent humanitarian needs resulting from the war. It has since shifted its focus to implement a long-term strategy for all sectors, including the provision of aid through humanitarian logistic hubs, programs in Health, Mental Health, and Psychosocial Support, besides WASH. IsraAID’s response to the needs in the southern region of Ukraine includes Reverse Osmosis based potable water production, rehabilitation of pumping stations, and necessary hygiene item provision. IsraAID’s work in Ukraine promotes sustainable and inclusive solutions, giving special attention to building resilience in communities, as well as working closely with community, regional, and national leaders.
Job Purpose
The WASH Manager will ensure the implementation of ongoing WASH Projects to secure a smooth transition between Emergency Health Response towards long-term sustainable Programs in WASH. They will work closely with the WASH Coordinator and Head of Mission to ensure programs are implemented as planned and will be able to provide flexibility and creative solutions as programs unfold while mitigating potential threats to programs. This includes ensuring that the projects will contribute to IsraAID’s Ukraine’s larger strategy and multisectoral approach.
DUTIES AND RESPONSIBILITIES:
- Oversee the implementation of IsraAid’s WASH Projects, ensuring projects are delivered on time, on budget, and to standards.
- Keep updated regarding the dynamic situation in the area and the needs identified towards prioritizing and planning maximum impact interventions.
- Develop WASH program strategy plans and support the development and drafting of program/proposal documents (log frame, grants, concept notes, program documents, etc), along with IsraAID’s experts in the country, with full guidance and coordination with the Head of Mission.
- Participate in WASH cluster meetings or strategical meetings (supporting the Head of Mission), represent and promote IsraAID while identifying WASH intervention opportunities.
- Responsible for the professional reporting and documentation of the WASH sector activities within IsraAID’s Ukraine response via online platforms and according to HQ guidelines.
- Support all related WASH procurements.
- Represent IsraAID’s vision and mission at the national and municipal levels in line with organizational vision and with full guidance from the Head of Mission and IsraAID HQ.
- Manage a team of an Engineer and Technician(s) to maximize productivity and scope of operations.
Requirements:
- Fluent in English and Ukrainian, proficient in writing.
- Understanding and experience in the humanitarian context.
- Professional water-related background (Water/Environmental/Chemical practical engineer, water treatment experience, bio-chemist, public health, etc.)
- Proven managerial background and skill – at least five years.
- Highly motivated, able to multi-task, and work flexibly in challenging situations.
- Excellent communication skills, ability to be flexible in approach, and ability to think laterally to solve problems.
