Organizational Context<\/h2>\n

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world\u2019s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of the IFRC is \u201cto inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.\u201d\u00a0 The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.<\/p>\n

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.<\/p>\n

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services. \u00a0 IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe and Central Asia, and the Americas. IFRC also has cluster and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster, and country) comprise the IFRC Secretariat.<\/p>\n

In late 2021, a new Country Cluster Delegation was established in Sarajevo to implement in practice IFRC\u2019s vision of the Agenda for Renewal in the covered 8 countries. The Central & South-Eastern Europe (CSEE) Country Cluster works with the National Societies of Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, North Macedonia, Romania, and Serbia.<\/p>\n

Several cluster-wide programs are implemented in these countries, including Covid19-focused, support for migrants, and several aspects of disaster preparedness and response management systems.\u00a0 The countries are also affected by the situation in Ukraine. IFRC has launched a major Emergency Appeal for Ukraine and Impacted Countries that is coordinated at the European regional level \u2013 with numerous country level operations ongoing.\u00a0 All 8 countries covered by the CSEE cluster office are impacted, yet at very different scales, by the humanitarian situation in Ukraine and resulting outflow of refugees. IFRC supports these countries from its cluster delegation in Sarajevo. Given the scale of operations; IFRC is present in Romania with a team of delegates, including a NSD Coordinator, focusing on Romania; and an Operations Manager is deployed to Bulgaria.<\/p>\n

Part of IFRC\u2019s core mandate is to support the organizational development of National Societies in order to build better and stronger financial and organizational development system and capacities in line with 7 transformations of IFRC Strategy 2030. The CSEE cluster office in Sarajevo comprises a NSD Delegate, who works for the cluster but focuses their specific engagement with the Red Cross Society of Bosnia and Herzegovina (RCSBiH), due to the complex administrative structure of the country that is mirrored in the internal structure of RCSBiH. \u00a0The position of NSD Officer works directly with the NSD Delegate and assists her in the fulfilment of NSD responsibilities.<\/p>\n

Job Purpose<\/h2>\n

The NSD Officer supports and assists the NSD Delegate, who serves as an advisor to the National Societies in Central & South-Eastern Europe with the specific aim to facilitate high quality National Society development support and strengthen the institutional and managerial capacities, especially in the areas of governance, management, legislative advocacy, volunteer management, project management, resource mobilisation and contributing to improve the performance and impact of the NS in fulfilling their humanitarian mandate by positioning them and their branches as strong and effective local actors, auxiliary to public authorities.<\/p>\n

The NSD Delegate provides concrete technical support on a wide range of organizational development steps, tailored to each NS\u2019s specific needs and context (with specific focus on the RCSBiH) and in line with IFRC\u2019s global policies and standards \u2013 and the NSD Officer assists the administration and follow-through of these steps.<\/p>\n

Hence, the incumbent will provide direct technical and administrative support to the NSD Delegate and the noted efforts. In practical terms, such assistance can include responsibilities of task management, scheduling and organizing meetings\/workshops, writing and editing notes for file and other ad hoc documentation, as well as facilitating assessment of Cluster NS\u2019s (beyond BiH; also the NSs of Albania, Bulgaria, Croatia, Montenegro, North Macedonia, and Serbia \u2013 excluding Romania, since an NSD Coordinator is based there) organizational strengths and weaknesses, supporting knowledge-and-good practice exchanges. ).<\/p>\n

The NSD Officer will undertake the following specific duties and responsibilities as support to the NSD Delegate in fulfilling the designated responsibilities and services to the National Societies of the Central & South-Eastern Europe country cluster; namely:<\/p>\n
