2022 DUO-Belgium\/Wallonia-Brussels Fellowship Programme<\/strong><\/p>\n

  1. General Description<\/strong><\/li>\n<\/ol>\n

    DUO-Belgium\/Wallonia-Brussels Fellowship Programme was established in 2014 with the aim of promoting exchanges of professors between\u00a0Belgium\/<\/strong>Wallonia-Brussels and 22 Asian countries\u00a0<\/strong>on\u00a0a balanced and permanent basis.\u00a0<\/strong>In this respect, DUO-Belgium\/Wallonia-Brussels requires that a PAIR (two persons) of professors be exchanged in the framework of a cooperative project.<\/p>\n

    The list of partner countries are: Australia, Bangladesh, Brunei, Cambodia, China, India, Indonesia, Japan, Kazakhstan, South Korea, Laos, Malaysia, Mongolia, Myanmar, New Zealand, Pakistan, Philippines, Russia, Singapore, Taiwan, Thailand, and Vietnam.<\/p>\n

    <\/a>1.1 Who should apply?<\/strong><\/p>\n

    <\/a>
    \n<\/strong><\/p>\n

    Applicants must be\u00a0member of the academic or scientific staff\u00a0<\/strong>of an institution of a Wallonia-Brussels HEI or an Asian HEI (i.e. they must be remunerated by the HEI and it must be their main occupation).<\/p>\n

    However, the following groups\u00a0are not entitled<\/u>\u00a0<\/strong>for a fellowship:<\/p>\n

    l\u00a0Students and PhD students,<\/p>\n

    l\u00a0Professors emeritus and honorary,<\/p>\n

    l\u00a0Teaching assistants.<\/p>\n

    Exemptions are possible for the\u00a0colleges of arts.\u00a0The selection committee will assess on a case-by-case basis.<\/p>\n

    The exchange is done by pairs<\/strong>–\u00a0one professor from a Wallonia-Brussels HEI is hosted by an Asian institution, whereas an Asian professor is hosted by a Wallonia-Brussels institution.<\/p>\n

    The\u00a0exchange\u00a0must necessarily\u00a0take place<\/strong>\u00a0between the two same institutions<\/strong>,\u00a0but does\u00a0not need to take place in the same time span<\/strong>,\u00a0nor between two identical departments.<\/strong><\/p>\n

    <\/a>1.2 Funding and duration<\/strong><\/p>\n

    \n<\/strong><\/p>\n

    For the academic year 2022-2023, the\u00a0DUO Wallonia-Brussels\u00a0grants are awarded to a pair of professors for a project that should take place\u00a0between\u00a0August\u00a0<\/strong>1st<\/sup>,\u00a0<\/strong>2022 and\u00a0<\/strong>August\u00a0<\/strong>31<\/strong>st<\/sup><\/strong>, 2023.\u00a0<\/strong>The total amount of the 2022-2023 DUO Wallonia-Brussels Fellowship Programme is 50,000\u20ac.<\/p>\n

    The duration and the amount of the grants enter these conditions:<\/p>\n

    l\u00a0The duration of the exchange should be of\u00a0at least three weeks<\/strong>\u00a0and of\u00a0maximum two months, per person*.<\/strong><\/p>\n

    l\u00a0The amount of the grant awarded to the pair of professors is a fixed amount of\u00a05,0<\/strong>00\u20ac to be shared between the two professors\u00a0<\/strong>according to a distribution key agreed in the convention.<\/p>\n

    l\u00a0This amount is intended to cover the travel expenses and\u00a0per diem<\/em>\u00a0capped at the amount of the grant<\/strong>.<\/p>\n

    l\u00a0The\u00a0grant will be paid off in instalments<\/strong>; the last instalment is paid after both professors have submitted a mission report (maximum 4 pages).<\/p>\n

    *N.B. In case of a trip of more than 30 consecutive days in the same calendar, the grant is subject to a tax imposition.<\/p>\n

    <\/a>1.3 Eligibility Criteria<\/strong><\/p>\n

    \n<\/strong><\/p>\n

    The applicants must meet\u00a0all<\/strong>\u00a0<\/u>eligibility requirements:<\/p>\n

    l\u00a0Applicants must be\u00a0member of the academic or scientific staff\u00a0<\/strong>of an institution of a Wallonia-Brussels HEI or an Asian HEI (i.e. they must be remunerated by the HEI and it must be their main occupation).<\/p>\n

    l\u00a0The\u00a0Wallonia-Brussels and Asian HEIs must be recognized\/accredited\u00a0<\/strong>by the competent authorities in the field of higher education.<\/p>\n

    l\u00a0The Asian institution must be located in\u00a0one of the following countries\u00a0<\/strong>:\u00a0Australia, Bangladesh, Brunei, Cambodia,\u00a0China, India, Indonesia, Japan, Kazakhstan, South Korea, Laos, Malaysia, Mongolia, Myanmar, New Zealand, Pakistan, Philippines, Russia, Singapore, Taiwan,\u00a0Thailand\u00a0and Vietnam.<\/p>\n

    l\u00a0The Wallonia-Brussels and Asian HEIs must\u00a0signed\u00a0a cooperation agreement<\/strong>\u00a0or must have expressed the intention to sign one in the two following years.<\/p>\n

    l\u00a0The citizenship of the professors is not\u00a0a criterion for eligibility.<\/p>\n

    l\u00a0The fellowship programme is\u00a0open to all disciplines<\/strong>.<\/p>\n

    \u203b The duo could apply maximum twice for the same project and will receive maximum once the ASEM-DUO Wallonia-Brussels fellowship for the same project.<\/p>\n

    <\/a>1.4 How to submit an application?<\/strong><\/p>\n

    <\/a>1.4.1\u00a0<\/strong>Documents to enclose<\/strong><\/p>\n

    \n<\/strong><\/p>\n

    l\u00a0The\u00a0completed 2022\u00a0application form<\/strong>\u00a0for the ASEM-DUO Wallonia-Brussels Fellowship Programme (the document is available online on both the website of the ARES and ASEM-DUO). The application form must be typewritten and submitted in PDF format.\u00a0Electronic\u00a0authenticated signatures of PDF documents are allowed;<\/p>\n

    l\u00a0A\u00a0copy of the\u00a0academic cooperation agreement<\/strong>\u00a0between paired institutions or, in the absence of an MoU, a declaration of intent, i.e. a letter co-signed (or two separate letters signed) by the authorities of the two institutions, or their representatives, mentioning the intention of both parties to sign an inter-institutional agreement within the next two years;<\/p>\n

    l\u00a0The\u00a0passport copies<\/strong>\u00a0or the national identity card\u00a0<\/strong>of the two applicants;<\/p>\n

    l\u00a0A\u00a0CV of no more than 5 pages\u00a0<\/strong>for each applicant, emphasizing work experience relevant to the ASEM-DUO program.<\/p>\n

    <\/a>1.4.2\u00a0<\/strong>Submitting the application<\/strong><\/p>\n

    \n<\/strong><\/p>\n

    l\u00a0Please note that the\u00a0institution belonging to the Wallonia Brussels Federation applies for both partner<\/u>\u00a0<\/strong>institutions<\/u><\/strong>. In each higher education institution, a contact person must be clearly identified. The person responsible for the application is the one belonging to the Belgian institution and should ideally be the institution\u2019s representative for international relations. This person is responsible for coordinating the exchange and for sending a complete application, including the documents for both applicants.<\/p>\n

    l\u00a0Applications must be submitted\u00a0between February 14<\/strong>th<\/strong><\/sup>\u00a0and April 28<\/strong>th<\/strong>, 2022<\/b>. No application will be accepted beyond the deadline of April 28th<\/sup>,\u00a02022.<\/p>\n

    l\u00a0An applicant can submit several files, with different partners. In this case, a maximum of one file per applicant could be selected, as to know, the one obtaining the highest score from the jury.<\/p>\n

    l\u00a0The application must be\u00a0formally submitted by the institution belonging to the FW-B<\/strong>, as\u00a0one<\/u>\u00a0single PDF document\u00a0<\/strong>to the following address:\u00a0international@ares-ac.be<\/u><\/a><\/p>\n

    l\u00a0If the candidate is not able to send the application file by email, then it will have to be sent by mail to the following address:<\/p>\n

    l\u00a0The\u00a0administrative eligibility<\/strong>\u00a0of applicant files is examined by\u00a0ARES\u00a0international relations department(DRI),\u00a0and is validated by the president of the Committee for international relations(CRI) of the ARES.<\/p>\n

    l\u00a0The eligible files are\u00a0analysed<\/strong>\u00a0and ranked by a\u00a0jury<\/strong>\u00a0composed of designated members of the CRI. The selection is based on selection criteria defined below. If necessary, the Committee for international relations may use the help of external experts.<\/p>\n

    l\u00a0Following the selection criteria, applications are divided into\u00a0three categories: A, B or C.<\/strong>\u00a0Only applications that received an A by at least one of the members of the working group qualify for a grant. Subcategories(A- and A+) are possible for the A level.<\/p>\n

    l\u00a0On the basis of the results, and of the available\u00a0budget<\/strong>, the Committee for international relations proceeds to the\u00a0ranking and the selection of applicants<\/strong>.<\/p>\n

    l\u00a0The list of applicants selected by the CRI is sent to ARES Executive Board for validation.<\/p>\n

    <\/a>1.5.2\u00a0<\/strong>Selection criteria<\/strong><\/p>\n

    \n<\/strong><\/p>\n

    ARES selects beneficiaries of the ASEM-DUO Wallonia Brussels Fellowship Programme based on the following criteria:<\/p>\n

    l\u00a0The\u00a0scientific, academic or artistic\u00a0quality<\/strong>\u00a0of the submitted project;<\/p>\n

    l\u00a0The\u00a0original character<\/strong>\u00a0of the project;<\/p>\n

    l\u00a0The\u00a0scientific, academic or artistic\u00a0quality of the applicants\u00a0<\/strong>(e.g. publications, publications with the partner institution, research or artistic project, exhibitions, work experience, competitions, academic background, etc.);<\/p>\n

    l\u00a0The\u00a0expected impact<\/strong>\u00a0of the grant\u00a0on the work and professional career of the applicant<\/strong>;<\/p>\n

    l\u00a0The\u00a0expected impact<\/strong>\u00a0of the grant\u00a0on the applicant\u2019s institution<\/strong>;<\/p>\n

    l\u00a0The\u00a0explanation for the duration<\/strong>\u00a0of the trip;<\/p>\n

    l\u00a0The\u00a0quality of bilateral relations between the Wallonia-Brussels institution and the Asian partner;<\/p>\n

    l\u00a0The\u00a0relevance of financial support<\/strong>\u00a0for the applicants.<\/p>\n

    1.6\u00a0<\/strong><\/a>Mission Report<\/strong><\/p>\n

    \n<\/strong><\/p>\n

    No later than 2 months after the final return date, the beneficiaries undertake to submit a free-format report of 2 to 4 pages maximum, which will report on the results of the project in the target country, according to the following structure<\/p>\n

    \u00fc\u00a0A summary of the project,<\/p>\n

    \u00fc\u00a0The actions\/research carried out during the visit and the results obtained,<\/p>\n

    \u00fc\u00a0The course of the visit,<\/p>\n

    \u00fc\u00a0The Impact of your visit on your institution,<\/p>\n

    \u00fc\u00a0The contribution of the ASEM-DUO program to this particular project,<\/p>\n

    \u00fc\u00a0Positive points and improvements to be made to the ASEM-DUO program.<\/p>\n

    l\u00a0This document will serve as a documentary reference for future recipients<\/p>\n

    l\u00a0The\u00a0mission report will be sent by ARES to any academic, scientific and institutional partners participating in the programme.<\/p>\n

    l\u00a0During the course of his stay, the recipient is asked to write a brief description of the project which will be published on the ARES website.<\/p>\n

    l\u00a0The recipient agrees to be part of a database and to inform the ARES of its career path.<\/p>\n

    <\/a>1.7 Visa<\/strong><\/p>\n

    \n<\/strong><\/p>\n

    The visa application must be introduced by the recipient to the local Belgian diplomatic post. As per his request, he\/she will receive a certificate from ARES attesting the granting of a fellowship in order to facilitate any administrative procedure.<\/p>\n
