Astfel indivizii asociindu-se  formeaza o forta mai mare de realizare. Forta individuala are limite,  dincolo de care devine neputincioasa, pentru a fi completata are nevoie  de concursul colectivitatii. Asociatia politica are rolul de a regla,  imperativ, actiunea publica a carei manifestare, izolata ar face imposibila  viata si perfectionarea ei.
