A doua ipostaz\u0103 este aceea a societ\u0103\u0163ii transna\u0163ionale, adic\u0103 a  raporturilor ce se \u00eencheag\u0103 mai presus de grani\u0163ele statelor-actori,  \u00eentre indivizii \u015fi grupurile care le compun. Diversele concepte de  \u201csistem interna\u0163ional\u201d; \u201cordine politic\u0103 interna\u0163ional\u0103\u201d; \u201cconflicte  interna\u0163ionale \u015fi conflicte interne\u201d \u015f.a., izvor\u00e2te din rela\u0163iile  mondiale desf\u0103\u015furate \u00een procesul istoric au o serie de particularit\u0103\u0163i.  \u00cen primul r\u00e2nd no\u0163iunea de ordine politic\u0103 interna\u0163ional\u0103 este total  diferit\u0103 de aceea de ordine politic\u0103 intern\u0103 sau de ordine \u00een interiorul  unui grup social existent \u00een cadrul unei entit\u0103\u0163i politice distincte.  \u00cen acest sens Raymond Aron preciza <a href=\"https:\/\/www.blogger.com\/blogger.g?blogID=4202955034125599721\" name=\"more\"><\/a>c\u0103 \u00een ordinea  intern\u0103 se poate vorbi de legalitate, pe c\u00e2nd \u00een ordinea interna\u0163ional\u0103  se poate vorbi de legitimitate. \u00cen al doilea r\u00e2nd conceptul de ordine  are semnifica\u0163ii \u015fi valori diferite, \u00een func\u0163ie de natura, structurile  \u015fi scopurile entit\u0103\u0163ii politice respective. Istorice\u015fte, pot fi  consemnate diferite tipuri de rela\u0163ii \u00een cadrul c\u0103rora problemele de  ordine \u015fi structur\u0103 constituie exact substan\u0163a teoriei rela\u0163iilor  interna\u0163ionale, care prive\u015fte ansamblul interstatal. \u00cen al treilea r\u00e2nd,  conceptul de ordine politic\u0103 interna\u0163ional\u0103 prive\u015fte \u015fi societatea  transna\u0163ional\u0103, o realitate istoric\u0103 de dat\u0103 mai recent\u0103, legat\u0103 de  evolu\u0163ia modern\u0103 a mijloacelor de comunica\u0163ie, de extinderea  schimburilor economice \u00eentre state, f\u0103r\u0103 a se mai \u0163ine seama de  frontiere, puterile publice ale fiec\u0103rei entit\u0103\u0163i statale accept\u00e2nd c\u0103 o  parte a vie\u0163ii economice, \u015ftiin\u0163ifice, intelectuale iese de sub  \u201ccontrolul\u201d lor, intr\u00e2nd sub inciden\u0163a unei relative autonomii. Analiza  acestor concepte se cere astfel extins\u0103 asupra specificit\u0103\u0163ii sau  particularit\u0103\u0163ii modelelor istorice-teoretice.\u00cen ceea ce prive\u015fte  specificitatea ansamblului interstatal, a\u015fa cum observ\u0103 cea mai mare  parte a autorilor de specialitate, este necesar a se clarifica cel pu\u0163in  dou\u0103 aspecte. Dac\u0103 prin ordine (interna\u0163ional\u0103) se \u00een\u0163elege  satisfacerea intereselor unui grup, unei entit\u0103\u0163i, atunci trebuie s\u0103 se  clarifice dac\u0103 este vorba despre ordinea interstatal\u0103 sau despre ordinea  mondial\u0103. Aceasta din urm\u0103 se refer\u0103 la nevoile fundamentale ale  umanit\u0103\u0163ii, pe c\u00e2nd cealalt\u0103 prive\u015fte nevoile \u015fi priorit\u0103\u0163ile esen\u0163iale  ale statelor (existen\u0163a, independen\u0163a \u015fi securitatea lor). Ceea ce arat\u0103  c\u0103 ordinea mondial\u0103 s\u0103 se modifice. Rela\u0163iile \u00eentre dou\u0103 sau mai multe  state pot func\u0163iona \u00een virtutea drepturilor statelor f\u0103r\u0103 ca ordinea lor  interioar\u0103 s\u0103 fie aceea\u015fi .<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">O  observa\u0163ie logic\u0103 decurg\u00e2nd din aceast\u0103 particularitate constat\u0103 c\u0103  \u00eentre ordinea mondial\u0103 \u015fi ordinea interstatal\u0103 pot coexista  complementarit\u0103\u0163ii dar \u015fi tensiunii, cele dou\u0103 \u00een\u0163elesuri de ordine  desemn\u00e2nd, \u00een accep\u0163ie mondial\u0103, o societate global\u0103, \u00een bun\u0103 parte  fictiv\u0103, prea general\u0103, iar mai restr\u00e2ns, un grup concret \u00een felul s\u0103u  (statul), \u00eens\u0103 \u015fi abstract, dac\u0103 se ia \u00een calcul conceptul de stat,  independent de indivizi, de grupurile de oameni din interiorul acestuia.  \u00cen acela\u015fi timp, au privire la ordinea interstatal\u0103 sunt de remarcat  particularit\u0103\u0163ile grupului social-istoric pe care \u00eel reprezint\u0103 statul,  cu componente sociale, structuri de proprietate, diferen\u0163e de instruire  \u015fi cultur\u0103 \u2013 dar av\u00e2nd \u015fi componente etnice mai mult sau mai pu\u0163in  unitare, mai mult sau mai pu\u0163in diversificate, coexist\u00e2nd o majoritate  etnic\u0103 \u015fi una sau mai multe minorit\u0103\u0163i etnice. Aceast\u0103 realitate nu  poate s\u0103 nu se reflecte \u00een politica intern\u0103 , dar \u015fi \u00een cea extern\u0103, \u00een  ansamblul rela\u0163iilor interna\u0163ionale. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">De  aceea, analiza \u015ftiin\u0163ific\u0103 a rela\u0163iilor interna\u0163ionale trebuie s\u0103 aib\u0103  \u00een vedere, \u00een ansamblul lor, toate asemenea coordonate \u2013realit\u0103\u0163i, spre a  sesiza, pe aceast\u0103 baz\u0103 mecanismele ce declan\u015feaz\u0103 diverse evenimente  \u015fi procese interna\u0163ionale respectiv diverse orient\u0103ri politice na\u0163ionale  \u015fi interna\u0163ionale, st\u0103rile de cooperare \u015fi pace, de tensiune, conflict  \u015fi r\u0103zboi, determin\u00e2ndu-se c\u00e2t mai exact posibil raporturile de for\u0163e,  tendin\u0163ele previzibile, ra\u0163iunea unor strategii de alian\u0163\u0103 s.a. 1<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Raporturile  conflict- cooperare au \u00eenf\u0103\u0163i\u015farea lor specific\u0103, \u00een mi\u015fcare, \u00een cadrul  raporturilor interstatale. Autorii de specialitate consider\u0103 c\u0103 \u00een  \u015ftiin\u0163ele sociale contemporane \u015fi mai ales \u00een teoria rela\u0163iilor  interna\u0163ionale, \u015f-au conturat distinct trei nivele ale studierii  sistemului interna\u0163ional, pornind de la situa\u0163ia mondial\u0103 \u00een timpul  R\u0103zboiului Rece.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Primul  nivel este cel descriptiv, adic\u0103 cel al examin\u0103rii practicilor \u015fi  institu\u0163iilor care au asigurat \u015fi asigur\u0103 \u00eenc\u0103 un minimum de ordine, al  prezent\u0103rii avantajelor \u015fi sl\u0103biciunilor acestora \u015fi al criticii  \u00eencerc\u0103rilor mai mult sau mai pu\u0163in reu\u015fite de a perfec\u0163iona aceast\u0103  ordine, inclusiv prin tratativele de a trece dincolo de statul na\u0163ional,  chiar pe calea dovedit\u0103 neviabil\u0103 a construirii unui \u201cguvern mondial\u201d.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Al  doilea nivel, cel al teoriei generale a rela\u0163iilor interna\u0163ionale, pune  accentul pe rolul predominant al statelor pe arena mondial\u0103. Este  punctul de vedere al realismului, \u00eenclinat spre evaluarea raporturilor  de for\u0163\u0103 \u015fi a politicii de putere eman\u00e2nd din mijloace militare,  capacitate economic\u0103 \u015fi considerente geopolitice. Acest curent, dup\u0103 cum  se \u015ftie, a supus criticii diversele \u201ciluzii idealiste\u201d, \u00eentre care  sl\u0103biciunea dreptului interna\u0163ional , supraevaluarea organiz\u0103rii  interna\u0163ionale, instabilitatea diploma\u0163iei echilibrului.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Al  treilea nivel este cel al teoriilor sistemelor interstatale, care au \u00een  vederea ansamblului entit\u0103\u0163ilor statale \u00een competi\u0163ie sau concuren\u0163\u0103,  c\u0103ut\u00e2nd s\u0103 degajeze principalele variabile precum \u015fi regulile jocului \u00een  sistemului interna\u0163ional. Aceste teorii scot \u00een eviden\u0163\u0103 deosebirile  sau departaj\u0103rile \u00eentre structura sistemului, adic\u0103 distribuirea puterii  \u00een c\u00e2mp diplomatic, \u015fi procese, adic\u0103 rela\u0163iile \u00eentre unit\u0103\u0163i. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Cea mai mare parte a acestor teorii disting existen\u0163a mai multor configura\u0163ii: <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">&#8211; sisteme multipolare;<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">&#8211; sisteme bipolare;<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">&#8211; sisteme unipolare<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">&#8211; sisteme omogene \u015fi eterogene.2<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Sistemul  multipolar este sistemul \u00een care exist\u0103 mai mul\u0163i centri de putere  (exemplu: Europa \u00een secolul al XIX-lea). Sistemul bipolar este  sistemul \u00een care exist\u0103 doi centri mari de putere , de regul\u0103 \u00een  competi\u0163ie \u015fi se \u00eencearc\u0103 men\u0163inerea echilibrului (exemplu: lumea \u00een  timpul R\u0103zboiului Rece).<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u00cen  sistemul unipolar (cu un singur centru de putere) statul dominant poate  s\u0103 fie lider (gen de domina\u0163ie comparabil cu guvernarea \u00een interiorul  unui stat democratic; \u00eencearc\u0103 s\u0103 pun\u0103 ordine, ceea ce presupune  existen\u0163a unei reguli \u015fi a unor mijloace pentru aplicarea acestei  reguli; exemplu: Atena lui Pericle sau SUA dup\u0103 R\u0103zboiul Rece; aici  apare conceptul de credibilitate, adic\u0103 percep\u0163ia pe care o au ceilal\u0163i  subiec\u0163i referitori la leader; \u00een func\u0163ie de sistemul de referin\u0163\u0103 un  stat este leader sau nu) ori hegemon (guvernarea ca \u00eentr-un stat  totalitar, care tinde spre absolut; \u00ee\u015fi impune voin\u0163a asupra statelor  \u00eentr-un mod pu\u0163in flexibil, folosind for\u0163a sau amenin\u0163area cu for\u0163a; nu  ia \u00een considerare principii sau voin\u0163a celorlalte state; exemplu: Fran\u0163a  lui Napoleon I sau URSS \u00een cadrul Tratatului de la Var\u015fovia). <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Statutul  de hegemon depinde \u00eens\u0103 \u015fi de sistemul de referin\u0163\u0103. \u00cen primul r\u00e2nd,  statul sau grupul de state trebuie s\u0103 fie suficient de puternic pentru a  men\u0163ine regulile esen\u0163iale dintre state \u015fi s\u0103 doreasc\u0103 acest lucru.  Apoi, nu orice stat ce poate fi considerat din punct de vedere economic  hegemon, e hegemon \u015fi politic (Exemplu: Olanda \u00eentre 1640 &#8211; 1650).<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Leadershep  hegemonic e un mixaj de cooperare \u015fi control, rela\u0163iile economice  create prin mijloace politice \u015fi economice sunt mai degrab\u0103 de tip  cooperant. iar rela\u0163iile politice sunt solicitate prin mijloace  economice, c\u0103p\u0103t\u00e2nd astfel un caracter cooperant \u2013 hegemonic. Statul  hegemon poate chiar stimula cooperarea . Scopurile hegemonului sunt de  regul\u0103 de mijloc. El poate s\u0103 \u00eentreprind\u0103 ac\u0163iuni care s\u0103 contravin\u0103 cu  anumite direc\u0163ii ale avantajelor sale imediate. Domina\u0163ia hegemonic\u0103  nu-l \u00eempiedic\u0103 s\u0103-\u015fi urm\u0103reasc\u0103 interesele, el poate folosi mijloace de  presiune \u015fi s\u0103 stabileasc\u0103 ni\u015fte grani\u0163e stricte ale legitimit\u0103\u0163ii. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u00cen  sistemul unipolar, at\u00e2t de tip lider c\u00e2t \u015fi de tip hegemon, puterea  dominant\u0103 folose\u015fte resurse consistente pentru construirea unor  aranjamente interna\u0163ionale stabile, \u00eens\u0103 statul de tip hegemon extrage  resurse pentru nevoile sale de tip specific.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Distinc\u0163ia  \u00eentre sistemele multipolar, bipolar, unipolar apare din consecin\u0163ele  istorice. Exemplu : \u00een timpul R\u0103zboiului Rece, consecin\u0163ele ne \u00eendeamn\u0103 s\u0103  consider\u0103m o perioad\u0103 de bipolarism. Referindu-se la aceast\u0103 perioad\u0103,  Raymond Aron folosea expresia \u201cr\u0103zboi imposibil, pace improbabil\u0103\u201d. \u00cen  acest conflict, avem de-a face cu mai multe tipuri de doctrin\u0103 : a primi  lovituri (daca SUA atac\u0103 prima \u015fi URSS riposteaz\u0103, SUA trebuie s\u0103 aib\u0103  destul armament pentru o lovitur\u0103 final\u0103); a ripostei masive (dac\u0103 URSS  \u00eencearc\u0103 s\u0103 atace nuclear SUA trebuie s\u0103 riposteze decisiv) ; a ripostei  propor\u0163ionale (pe m\u0103sura atacului) \u015f.a. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Principiul echilibrului se aplic\u0103 \u00een toate sistemele, dar \u00een mod diferit :  \u00een bipolarism se aplic\u0103 blocurilor , coali\u0163iilor nu actorilor \u00een sine.  Analiz\u00e2nd acest sistem Raymond Aron clasifica actorii: \u015fefii coali\u0163iilor  (state primare , exemplu :SUA \u015fi URSS \u00een timpul R\u0103zboiului Rece );  state secundare (care trebuie s\u0103 se alinieze) \u015fi state \u00een afara  sistemului (exemplu : mi\u015fcarea \u0163\u0103rilor nealiniate \u00een timpul R\u0103zboiului  Rece ).<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u00cen comportamentul celor trei tipuri de actori, din clasificarea lui Raymond Aron, exist\u0103 reguli specifice : <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u015eefii  coali\u0163iilor trebuie s\u0103 previn\u0103 cre\u015fterea puterii adverse \u015fi s\u0103 men\u0163in\u0103  coeziunea \u00een interiorul propriei alian\u0163e . Ei au dou\u0103 tipuri de mijloace  : de tip represiv \u015fi cele care tind s\u0103 acorde anumite privilegii pentru  cointeres \u00een alian\u0163\u0103 \u015fi protec\u0163ie . <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Statele  secundare ac\u0163ioneaz\u0103 \u00een func\u0163ie de dou\u0103 considerente : interesul  general al coali\u0163iei corespunde propriilor lor interese na\u0163ionale, dar  se \u00eent\u00e2mpl\u0103 s\u0103 existe diferen\u0163e \u015fi se \u00eencearc\u0103 o influen\u0163are a  alian\u0163elor sau \u00ee\u015fi rezerv\u0103 o for\u0163\u0103 armat\u0103 \u00een cadrul coali\u0163iei pentru  folosul propriu ( exemplu : Fran\u0163a \u2013 Nigeria) \u015fi astfel pot exista  dimensiuni \u00een cadrul alian\u0163ei.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Statele  din afara sistemului nu au nici un motiv pentru a participa, dar \u00een  cele din urm\u0103 sf\u00e2r\u015fesc prin a se al\u0103tura unei alian\u0163e fie pentru c\u0103  realizeaz\u0103 c\u0103 o implicare ar fi c\u00e2\u015ftigarea unor avantaje superioare  costurilor, fie c\u0103 realizeaz\u0103 c\u0103 \u00een caz de neutralitate, dup\u0103 terminarea  conflictului ar avea de pierdut. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Exist\u0103  alian\u0163e \u015fi \u00een sistemul multipolar \u2013 majoritatea actorilor sunt  preocupa\u0163i ca din alian\u0163\u0103 partenerii s\u0103 nu c\u00e2\u015ftige mai mult dec\u00e2t ei iar  interesul general al alian\u0163ei este mai pu\u0163in important . Beneficiile  unei victorii nu sunt echitabil distribuite deoarece este foarte  important\u0103 este for\u0163a pe care o ai \u00een momentul p\u0103cii \u015fi nu resursele  implicate. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u00cen  cadrul sistemului bipolar, alian\u0163ele tind s\u0103 devin\u0103 permanente (  exemplu : N.A.T.O.), iar \u00een plin plan este interesul general al  alian\u0163ei. Aceasta este solid\u0103 atunci c\u00e2nd exist\u0103 un echilibru al  for\u0163elor relative dintre state, sau c\u00e2nd unul dintre state se erijaz\u0103 \u00een  arbitru sau protector (exemplu : SUA \u00een cadrul NATO).<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Teoriile  moderne ale ,rela\u0163iilor interna\u0163ionale au supus aten\u0163iei, ca modele sau  st\u0103ri de ordine interna\u0163ional\u0103 semnalat\u0103 \u00een decursul istoriei, pe  acelea de pace precar\u0103 (sau ordin tulburat\u0103) \u015fi stare de r\u0103zboi.  Abord\u0103rile din acest domeniu postuleaz\u0103 c\u0103 ordinea , \u00een m\u0103sura \u00een care  ea exist\u0103 , depinde de configura\u0163ia de putere, dar \u015fi de practicile  statelor (coali\u0163ii , alian\u0163e, masuri unilaterale de \u00eenarmare \u015fi  expansiune). <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Metodologia  abord\u0103rii politologice a rela\u0163iilor interna\u0163ionale pune \u00een eviden\u0163\u0103  trei dimensiuni ale sistemului interna\u0163ional : dimensiunea orizontal\u0103-  rela\u0163iile \u00eentre principalii actori; dimensiunea vertical\u0103 \u2013 raporturile  \u00eentre cei puternici \u015fi cei slabi \u015fi dimensiunea func\u0163ional\u0103 \u2013 modul de  exprimare efectiv\u0103 a rela\u0163iilor interna\u0163ionale. Pentru fiecare dintre  ele, istoria furnizeaz\u0103 suficiente exemple, cazuri concrete ,  individuale \u015fi colective, sub raport na\u0163ional statal, dovedind \u00eens\u0103 c\u0103  asemenea dimensiuni au coexistat, sau afirmat \u00eentr-o fericit\u0103 sau  nefericit\u0103 simbioz\u0103, schimb\u00e2nd peste secole fizionomia lumii, existen\u0163a  na\u0163iunilor \u015fi statelor. 3<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Reali\u015ftii  consider\u0103 c\u0103 pe scena interna\u0163ional\u0103, exist\u0103 anarhie, dar nu exist\u0103 un  for superior \u00een fa\u0163a c\u0103ruia s\u0103 se dea socoteal\u0103 \u015fi care s\u0103 poat\u0103  interveni, ceea ce face s\u0103 existe at\u00e2t anarhie, c\u00e2t \u015fi un sistem  anarhic. Acest sistem exist\u0103 pentru c\u0103 \u015f-a format \u015fi func\u0163ioneaz\u0103  asemeni pie\u0163ei libere. El \u015f-a format in mod spontan , deoarece statele  au fost si sunt preocupate doar de propria lor bun\u0103stare. Aceasta  structura creata tinde sa func\u0163ioneze independent \u015fi s\u0103 influen\u0163eze  scena politic\u0103 ceea ce duce la constr\u00e2ngeri sistemice. Unit\u0103\u0163ile care au  creat sistemul ajung p\u00e2n\u0103 la un anumit punct, produsele sistemului. De  aceea intr-o abordare c\u00e2t mai obiectiv\u0103, anali\u015ftii trebuie s\u0103 cunoasc\u0103  structura sistemului \u015fi leg\u0103turile existente intre aceste structuri.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Motiva\u0163ia  actorilor, din perspectiv\u0103 realist\u0103 este aceea c\u0103 mediul in care  interac\u0163ioneaz\u0103 statele este unul al concuren\u0163ei libere. Existen\u0163a unui  proces de selec\u0163ie face ca motiva\u0163ia statelor s\u0103 fie supravie\u0163uirea (  este o prezum\u0163ie ), de aceea toate statele reac\u0163ioneaz\u0103 la fel. De\u015fi  structura sistemului impune anumite constr\u00e2ngeri, cei care iau decizii  sunt tot ni\u015fte unit\u0103\u0163i (statele ), iar in cazul in care constr\u00e2ngerile  sistemului sunt \u00een\u0163elese, comportamentul de succes este u\u015for de dedus.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Conflictele  interne sunt cele care au loc pentru schimbarea structurii  organiza\u0163ionale a statului. Dup\u0103 terminarea R\u0103zboiului Rece, acestora nu  li s-a dat o aten\u0163ie deosebit\u0103, dar conflictele interne de natura  religioas\u0103 sau na\u0163ionalist\u0103 au creat precedente sau au afectat statele  vecine, care \u00eempreun\u0103 cu celelalte state sunt determinate s\u0103 urm\u0103reasc\u0103  ce se \u00eent\u00e2mpl\u0103 si s\u0103 intervin\u0103. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Charta  de la Paris pentru o noua Europ\u0103 (1990) prevede interven\u0163ia armata din  partea ONU in caz de catastrof\u0103 umanitar\u0103 ap\u0103rut\u0103 in urma unui conflict  intern.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Conflictele  interne pot avea diverse cauze cum ar fi :cauze interne ; cauze  externe; cauze ce \u0163in de leader ;cauze ce \u0163in de mase ;cauze economice  ;cauze ce \u0163in de structuri politice si sociale ;cauze ce \u0163in de clivaje  ;cauze ce \u0163in de lucruri similare ce se petrec in alte \u0163\u0103ri.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Conflictele  interna\u0163ionale. P\u00e2n\u0103 in anul 1914, normele interna\u0163ionale doar limitau  r\u0103zboiul, dar acesta era perfect legal. Dar pentru c\u0103, de\u015fi era  considerat legal, acest lucru nu rezolva problema moralit\u0103\u0163ii, \u015f-a f\u0103cut  distinc\u0163ie intre agresor aparent \u015fi cel de facto; intre originea  responsabilit\u0103\u0163ii pentru agresiune \u015fi cea pentru mize. Cu toate acestea,  nu se pot determina cu certitudine motiva\u0163iile r\u0103zboiului.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u00cenaintea  primului conflict mondial, r\u0103zboiul era considerat o stare juridic\u0103,  era prev\u0103zut dinainte (teoretic) \u015fi era ceva normal, chiar daca erau  \u00eencheiate angajamente luate in timp de pace, ce erau suspendate in  timpul r\u0103zboiului.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Dup\u0103  1914 s-a \u00eencercat ca r\u0103zboiul s\u0103 fie scos \u00een afara legii \u015fi s-a reu\u015fit  teoretic. Dar practic acest lucru nu s-a \u00eent\u00e2mplat, pentru ca nu existau  mecanisme necesare.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Cauzele conflictelor interna\u0163ionale sunt de trei tipuri: natura uman\u0103; statul si sistemul interna\u0163ional.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Natura  uman\u0103 ca si cauz\u0103 a r\u0103zboiului a fost identificat\u0103 de \u015fcoala realist\u0103  (\u00eencep\u00e2nd cu Hobbes si Locke) \u015fi motiva c\u0103 omul este r\u0103u de la natur\u0103  sau ac\u0163ioneaz\u0103 de fric\u0103.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Statul,  monopol al violen\u0163ei legitime (conform lui Max Webber), pentru c\u0103 este  asimilat cu un individ este v\u0103zut ca o entitate organic\u0103, asimil\u00e2nd  unele tr\u0103s\u0103turi aproape umane (egoismul) ceea ce duce la dilema de  securitate.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Sistemul  interna\u0163ional reprezint\u0103 la r\u00e2ndul s\u0103u o cauz\u0103 a r\u0103zboiului deoarece pe  scena mondial\u0103 este anarhie. Sistemul ce regleaz\u0103 rela\u0163iile  interna\u0163ionale este cel mai \u201cself-help\u201d. R\u0103zboiul devine legitim \u015fi  reprezint\u0103 mijlocul de a-\u0163i asigura supravie\u0163uirea. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Raymond  Aron a identificat trei tipuri de cauze directe ale r\u0103zboiului, plec\u00e2nd  de la \u201cca acolo unde exist\u0103 rela\u0163ii, exist\u0103 poten\u0163ial \u015fi rela\u0163ii de tip  conflictual\u201d.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Prima  cauz\u0103 \u0163ine de disputele ce apar din decupajul spa\u0163iului. A doua cauz\u0103  rezult\u0103 din ostilitatea pe care un stat o manifest\u0103 pe teritoriul  propriu \u00eempotriva vecinilor, fie organiz\u00e2nd ac\u0163iuni subversive (exemplu:  atentatul de la Sarajevo); fie trat\u00e2nd prost cet\u0103\u0163enii unui alt stat  (contradic\u0163ii intre teritorialitate \u015fi na\u0163ionalitatea dreptului); fie  \u00eentrerup\u00e2nd rela\u0163iile economice (ac\u0163iune perceput\u0103 ca un gest de  agresiune, exemplu: blocada asupra Iugoslaviei).Cea de a treia cauz\u0103  pleac\u0103 de la faptul c\u0103 un stat poate ignora interesele altui stat.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Klausewitz  considera c\u0103 \u201cr\u0103zboiul este continuarea politicii prin alte mijloace  \u201c.Politica este un fenomen sociabil ce presupune rela\u0163ii intre oameni.  \u00cen timpul r\u0103zboiului rela\u0163iile intre oameni sau state continu\u0103 ins\u0103 cu  alte mijloace, ce sunt distructive \u015fi duc in cele din urm\u0103 la  distrugere.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">De  asemenea, Klausewitz apreciaz\u0103 c\u0103 r\u0103zboiul este un fenomen na\u0163ional.  Aceasta deoarece, daca admitem c\u0103 statul este un actor na\u0163ional, rezult\u0103  c\u0103 \u015fi r\u0103zboiul, folosit de entitatea na\u0163ionala, este un fenomen  na\u0163ional.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Tipurile  de armament folosit in conflictele interna\u0163ionale sunt at\u00e2t letale  (mortale) c\u00e2t \u015fi neletale. \u00cen ultima perioada se poate constata  \u00eenlocuirea armamentului letal cu cel neletal (de tip informa\u0163ional ),  pentru a nu mai fi nevoie de uciderea indivizilor ci doar de controlul  exercitat de unele state asupra altora. Anul 1991 \u015fi sf\u00e2r\u015fitul  R\u0103zboiului Rece contrazice \u00eens\u0103 teoria lui Klausewitz : r\u0103zboiul nu este  continuarea politicii, ci este falimentul acesteia.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u00cen  arena mondial\u0103 exist\u0103 \u015fi rela\u0163ii de cooperare \u00eens\u0103 pentru aceasta  trebuie g\u0103sit un corp minimum de interese comune fie de moment, fie de  durat\u0103.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u015ecoala  realist\u0103 sus\u0163ine c\u0103 \u00een rela\u0163iile de cooperare, alia\u0163ii pot s\u0103 creasc\u0103  apreciabil capacitatea unui stat de a se ap\u0103ra, dar c\u0103 acesta nu trebuie  s\u0103 se bazeze doar pe alian\u0163\u0103. Acesta deoarece nici un actor nu trebuie  s\u0103 lase sarcina propriei protec\u0163ii \u00een seama organiza\u0163iilor  interna\u0163ionale sau normelor stabilite de acestea. \u00cen accep\u0163iunea  realist\u0103, cooperarea este limitat\u0103 (psihic, ca perioad\u0103 de timp \u015fi ca  domeniu), pentru c\u0103 niciodat\u0103 nu se poate \u015fti cu exactitate dac\u0103  c\u00e2\u015ftigul va fi \u00eemp\u0103r\u0163it egal \u00eentre alia\u0163i. Alt\u0103 cauz\u0103 a limit\u0103rii  izvor\u0103\u015fte din \u00eens\u0103\u015fi natura sistemului interna\u0163ional \u015fi din faptul c\u0103  din orice form\u0103 de cooperare rezult\u0103 un fel de dependen\u0163\u0103 (fie  unilateral\u0103, fie bilateral\u0103 sau interdependent\u0103).<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Spre  deosebire de aceast\u0103 perspectiv\u0103 realist\u0103, \u015fcoala neoliberal\u0103 sus\u0163ine  c\u0103 interesele comune sau interdependente sunt un motiv \u00een plus pentru  alian\u0163e, iar cooperarea \u00eentre state diminueaz\u0103 teama, nesiguran\u0163a cu  privire la ceilal\u0163i \u015fi cre\u015fte previzibilitatea.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">\u00cen  sistemul interna\u0163ional, exist\u0103 mai multe grade de cooperare pornind de  la integrarea, care presupune un transfer de suveranitate din partea  statelor ce coopereaz\u0103, asupra unor instan\u0163e interna\u0163ionale ce au  competen\u0163a s\u0103 sanc\u0163ioneze organismele neconforme. \u00cen ceea ce prive\u015fte  problemele de securitate \u015fi cele militare, exist\u0103 alian\u0163e \u00eens\u0103 nu de  mare amploare.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Analiz\u00e2nd  r\u0103zboiul \u00een istoria omenirii, Klausewitz a propus categorisirea  acestuia \u00een cinci tipuri: absolut, real, total, limitat, nelimitat.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">R\u0103zboiul absolut este o fantezie logic\u0103, imposibil de realizat \u00een  realitate, nerestr\u00e2ns de for\u0163e inteligente, \u00cen acest caz, violen\u0163a este  extern\u0103, deoarece scopul este \u00eenvingerea complet\u0103 a inamicului.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">R\u0103zboiul  real este constr\u00e2ns de anumite limite (sociale, politice, de timp \u015fi de  spa\u0163iu). Ace\u015fti factori determin\u0103 absolutul s\u0103 se \u00eent\u00e2mple. R\u0103zboaiele  reale se \u00eentind pe scar\u0103 larg\u0103 de la simple amenin\u0163\u0103ri la conflicte  nelimitate.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">R\u0103zboiul  total cere o subordonare total\u0103 a tuturor politicilor \u015fi presupune c\u0103  victoria sau \u00eenfr\u00e2ngerea total\u0103 sunt singurele op\u0163iuni posibile.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">R\u0103zboiul  nelimitat este conflictul care vizeaz\u0103 \u00eendeplinirea unei decizii  politice reale \u015fi presupune distrugerea inamicului prin distrugerea  complet\u0103 a for\u0163elor sale psihice, fizice \u015fi de orice alt tip.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"line-height: 150%; text-align: justify;\">\n<span style=\"font-size: 12pt; line-height: 150%;\">Pe  l\u00e2ng\u0103 aceste tipuri de r\u0103zboi descrise de Klausewitz , teoria  rela\u0163iilor interna\u0163ionale se opre\u015fte \u015fi asupra r\u0103zboiului hegemonic,  asimilat cu cel total. Acest r\u0103zboi implic\u0103: puterile dominante; statele  challenger (cele ce vor s\u0103 schimbe); alte state majore \u015fi majoritatea  statelor minore. Miza acestui r\u0103zboi este fie schimbarea distribu\u0163iei  puterii \u00een sistem, fie structurii de autoritate \u00een sistem. Intensitatea  r\u0103zboiului hegemonic tinde c\u0103tre absolut.
