Unul din pilonii de baz\u0103 a NATO este constituit de \u0163\u0103rile care sunt \u015fi membre a UE.<\/span><span lang=\"EN-US\">\u201eUniunea  European\u0103 are cel pu\u0163in la fel de mult de oferit NATO pe c\u00e2t are NATO  de oferit Uniunii Europene. De aceea, a venit timpul s\u0103 ne \u00eentreb\u0103m nu  ce poate face NATO pentru Uniunea European\u0103, ci ce poate face Uniunea  European\u0103 pentru NATO\u201d <\/span><span lang=\"EN-US\">Pentru a aplica unul  din principiile fundamentale ale UE \u015fi anume principiul subsidiarit\u0103\u0163ii,  este necesar luarea \u00een calcul a unui sistem de securitate multietajat:  UE, OSCE, NATO \u015fi ONU. Necesitatea unei corel\u0103ri, a optimiz\u0103rii  cooper\u0103rii \u00eentre diferitele institu\u0163ii de securitate devine mai evident\u0103  ca oric\u00e2nd. Evolu\u0163iile destul de imprevizibile \u00een UE, rivalitatea  dintre UE \u015fi NATO, apari\u0163ia unor dezechilibre majore \u00eentre statele UE,  posibilitatea ca interesele na\u0163ionale s\u0103 prevaleze fa\u0163\u0103 de cele comune  sunt principalii factori care influen\u0163eaz\u0103 edificarea unui sistem  eficient \u00een domeniul securit\u0103\u0163ii europene. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Unul  din elementele esen\u0163iale ale Conceptului strategic al Alian\u0163ei (NATO)  adoptat la Washington \u00een 1999 este \u201eDezvoltarea Identit\u0103\u0163ii Europene de  Securitate \u015fi Ap\u0103rare \u00een cadrul Alian\u0163ei\u201d . Conceptul Strategic confirm\u0103  faptul c\u0103 Identitatea European\u0103 de Securitate \u015fi Ap\u0103rare va continua s\u0103  fie dezvoltat\u0103 \u00een cadrul Alian\u0163ei.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Conceptul Identit\u0103\u0163ii Europene de Securitate \u015fi Ap\u0103rare s-a  dezvoltat \u00een str\u00e2ns\u0103 coresponden\u0163\u0103 cu alte dou\u0103 concepte, dezvoltate  ulterior. Este vorba, \u00een primul r\u00e2nd, de Politica Extern\u0103 \u015fi de  Securitate Comun\u0103\u2013 PESC (Common Foreign and Security Policy\u2013 CFSP), ce  denume\u015fte un capitol distinct (Titlul V) al Tratatului de la Maastricht  \u015fi care reprezint\u0103 unul din cei trei piloni ai construc\u0163iei europene. \u00cen  al doilea r\u00e2nd, este vorba de Politica European\u0103 de Securitate \u015fi  Ap\u0103rare \u2013 PESA (European Security and Defence Policy, ESDP) sau,  respectiv, Politica European\u0103 de Securitate \u015fi Ap\u0103rare Comun\u0103 \u2013 PESAC  (Common European Security and Defence Policy, CESDP) concept care a  dob\u00e2ndit \u00een ultimii ani tot mai mult\u0103 substan\u0163\u0103 \u015fi care este parte  component\u0103 intrinsec\u0103 a PESC.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Construc\u0163ia  IESA (Identitatea European\u0103 de Securitate \u015fi Ap\u0103rare) este un proces  ireversibil ce va realizat prin dezvoltarea rela\u0163iei existente \u00eentre  NATO \u015fi UE, \u00een acela\u015fi timp cu dezvoltarea politicii comune de  securitate \u015fi ap\u0103rare. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Obiectivul principal al UE \u00een  cadrul PESA este capacitatea statelor membre de a mobiliza \u015fi desf\u0103\u015fura  \u00een termen de 60 de zile \u015fi a sus\u0163ine cel pu\u0163in un an, for\u0163e militare ce  pot atinge nivelul a 50.000-60.000 oameni care s\u0103  efectueze \u00eentreaga gam\u0103 de a\u015fa-numite \u201eactivit\u0103\u0163i Petersburg\u201d ,  stabilite prin Tratatul de la Amsterdam, din 1997. Rolul acestora ar fi  acela de a efectua opera\u0163iunile militare sub conducerea UE, ca r\u0103spuns  la crizele interna\u0163ionale, \u015fi circumstan\u0163e \u00een care NATO, \u015fi \u00eentregul  s\u0103u, nu este angajat\u0103 din punct de vedere militar.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\"> <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\"> <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\"> <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Aceste  ini\u0163iative au dus la temerea c\u0103 o alian\u0163\u0103 pur european\u0103 ar putea duce  la discriminarea statelor europene care sunt membre ale NATO dar nu \u015fi  ale UE precum \u015fi la o dublare a asum\u0103rii sarcinilor \u015fi aloc\u0103rii  resurselor de c\u0103tre NATO \u015fi UE cu toate c\u0103 toate statele membre NATO au  fost de acord cu necesitatea unei for\u0163e militare independente de  contribu\u0163ia SUA pentru realizarea PESC. Aceste temeri au fost \u00eenl\u0103turate  \u00een urma Consiliului Nord-Atlantic de la Berlin din 1996 care a enun\u0163at  principiul cre\u0103rii unei for\u0163e europene \u201eseparabile, dar nu separate\u201d. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">\u00cen  esen\u0163\u0103, PESA presupune dezvoltarea unei capacit\u0103\u0163i de decizie autonome  \u015fi, \u00een cazul \u00een care Alian\u0163a Nord-Atlantic\u0103 ca \u00eentreg nu este angajat\u0103,  lansarea \u015fi coordonarea unor opera\u0163iuni militare sub autoritatea UE, ca  r\u0103spuns la situa\u0163ii de criz\u0103, angajarea resurselor de c\u0103tre statele  membre la astfel de opera\u0163iuni baz\u00e2ndu-se pe decizii suverane. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">\u00cen Constitu\u0163ia European\u0103 noul  concept Politic\u0103 de Securitate \u015fi Ap\u0103rare Comun\u0103 \u2013 PSAC (Common  Security and Defence Policy, CSDP) \u00eenlocuie\u015fte, deopotriv\u0103 vechiul  concept Politic\u0103 European\u0103 de Securitate \u015fi Ap\u0103rare \u2013 PESA, c\u00e2t \u015fi  varianta sa \u201edesf\u0103\u015furat\u0103\u201d, Politica European\u0103 de Securitate \u015fi Ap\u0103rare  Comun\u0103 \u2013 PESAC. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Sunt prev\u0103zute dou\u0103 principii ce vor guverna PSAC:<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\"> ac\u0163iunile externe trebuie s\u0103 se bazeze pe principiile care au guvernat crearea, dezvoltarea \u015fi l\u0103rgirea Uniunii Europene;<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\"> ac\u0163iunile externe trebuie s\u0103 urm\u0103reasc\u0103 maximizarea cooper\u0103rii statelor membre \u00een toate domeniile rela\u0163iilor interna\u0163ionale.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Constitu\u0163ia European\u0103 men\u0163ioneaz\u0103,  \u00eens\u0103, c\u0103 politica comun\u0103 de securitate \u015fi ap\u0103rare nu va aduce atingere  obliga\u0163iilor statelor membre care au ales s\u0103 \u00ee\u015fi asigure securitatea \u00een  cadrul N.A.T.O. \u00cen contextul stabilirii, \u00een viitor, a unei politici de  ap\u0103rare comune, ceea ar putea presupune, practic, o alian\u0163\u0103 militar\u0103, va  fi necesar s\u0103 se analizeze \u00een mod aprofundat rela\u0163ia dintre o astfel de  structur\u0103 \u015fi N.A.T.O., \u00een vederea evit\u0103rii dubl\u0103rii de competen\u0163e sau a  sl\u0103birii leg\u0103turii transatlantice, care prezint\u0103 importan\u0163\u0103 pentru  state precum Rom\u00e2nia. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Astfel,  s-ar putea imagina men\u0163inerea leg\u0103turii transatlantice, prin crearea  unui sistem de ap\u0103rare U.E. integrat sistemului N.A.T.O. Totodat\u0103, \u00een  contextul \u00een care U.E. dob\u00e2nde\u015fte personalitate juridic\u0103 , s-ar putea  imagina, \u00eentr-o anumit\u0103 formul\u0103, angajarea Uniunii \u00eense\u015fi \u00een sistemul  N.A.T.O. (cu acomodarea pozi\u0163iei de neutralitate a unor membri UE).<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">\u00cen  cadrul conceptului strategiei de ap\u0103rare prezentate la Salonic la 20  iunie 2003 de \u00cenaltul Reprezentant UE pentru PESC \u015fi secretar general al  UEO Javier Solana, se sublinia c\u0103 \u201eprima linie a ap\u0103r\u0103rii\u201d va fi adesea  \u00een afara ariei UE \u015fi c\u0103 europenii \u201etrebuie s\u0103 fi e gata de a ac\u0163iona  \u00eenainte de producerea unei crize\u201d \u2013 formul\u0103ri ce \u00eenscriu conceptul  strategic european \u00een logica abord\u0103rii preventive enun\u0163at\u0103, de noua  Strategie Na\u0163ional\u0103 de Securitate a SUA, chiar dac\u0103 nu se men\u0163ioneaz\u0103  explicit posibilitatea atacului preventiv, ca \u00een cazul documentului  american.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Acest  concept de abordare preventiv\u0103 a fost adoptat \u015fi \u00een Strategia na\u0163ional\u0103  de securitate \u00een care se prevede c\u0103 \u201eRom\u00e2nia are o strategie  pro-activa\u201d.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Asupra  acestui concept sunt \u015fi critici care afirm\u0103 c\u0103 \u201eteza recurgerii la  for\u0163\u0103 \u00een scopuri preventive este ne\u00eentemeiat\u0103 teoretic \u015fi periculoas\u0103  sub aspect practic\u201d fiind contrar\u0103 prevederilor dreptului interna\u0163ional  \u015fi Cartei Na\u0163iunilor Unite . Germenii acestui concept au ap\u0103rut \u00eentr-un  moment important al implic\u0103rii NATO \u00een fosta Iugoslavie \u00een 1991, \u015fi  anume, atunci c\u00e2nd a deschis ostilit\u0103\u0163ile militare f\u0103r\u0103 s\u0103 fie  autorizat\u0103 \u00een acest sens de Consiliul de Securitate chiar dac\u0103 ulterior  printr-o rezolu\u0163ie a fost legitimat\u0103 oarecum aceast\u0103 agresiune.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">NATO  are un rol important \u00een ap\u0103rarea B\u0103tr\u00e2nului continent, dar UE poate la  r\u00e2ndul s\u0103u s\u0103 construiasc\u0103 un instrument de ap\u0103rare adaptat \u015fi credibil.  UE poate avea o contribu\u0163ie pe care NATO o neglijeaz\u0103. Iar asta pentru  c\u0103 Uniunea nu este interesat\u0103 doar de aspectele militare, ci \u00eencearc\u0103  mai degrab\u0103 o abordare global\u0103 \u00een gestionarea crizelor .<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">\u201eUniunea  European\u0103 are nevoie de NATO, iar NATO are nevoie de Uniunea European\u0103.  Uniunea European\u0103 nu va putea fi niciodat\u0103 puternic\u0103 f\u0103r\u0103 un NATO  puternic, iar NATO nu va putea fi niciodat\u0103 puternic f\u0103r\u0103 o Uniune  European\u0103 puternic\u0103\u201d.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">II.  \u00cen mod constant, NATO a acordat o aten\u0163ie maxim\u0103 rela\u0163iilor cu Rusia  dup\u0103 c\u0103derea cortinei de fier fiind evident c\u0103 nu se putea realiza o  construc\u0163ie solid\u0103 de securitate european\u0103 f\u0103r\u0103 participarea Rusiei. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">\u00cen  anul 1994, Rusia a optat pentru a intra \u00een cadrul programului  Parteneriatului pentru Pace deschiz\u00e2nd noi oportunit\u0103\u0163i de cooperare  \u00eentre cele dou\u0103 p\u0103r\u0163i care s-au concretizat cu participarea Rusiei la  implementarea acordului de pace \u00een Bosnia-Her\u0163egovina unde pentru prima  dat\u0103, fo\u015ftii adversari, contingentele Aliate \u015fi ruse\u015fti au participat  \u00eempreun\u0103 la o opera\u0163iune militar\u0103 multina\u0163ional\u0103.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Cadrul  rela\u0163iilor dintre NATO \u015fi Rusia a fost institu\u0163ionalizat prin semnarea  Actului fondator NATO-Rusia asupra Rela\u0163iilor mutuale, cooper\u0103rii \u015fi  securit\u0103\u0163ii, \u00een mai 1997, prin care a fost creat Consiliul permanent  reunit NATO-Rusia (PJC) . <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">De  asemenea, Rusia a fost de acord s\u0103 contribuie cu un num\u0103r semnificativ  de trupe la For\u0163ele din Kosovo de sub comanda NATO (KFOR), conform  stipul\u0103rilor din Rezolu\u0163ia 1244 a Consiliului de Securitate al ONU.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">La  o \u00eentrunire la nivel de Mini\u015ftri ai ap\u0103r\u0103rii, din iunie 2000, ministrul  rus al ap\u0103r\u0103rii, Sergheiev, sus\u0163in\u00e2nd opinia \u0163\u0103rilor NATO, a declarat  c\u0103 nu exist\u0103 nici o alt\u0103 alternativ\u0103 la cooperarea NATO-Rusia.  Declara\u0163ia f\u0103cut\u0103 la sf\u00e2r\u015fitul \u00eentrunirii a recunoscut, de asemenea,  rolul important al parteneriatului \u00een stabilitatea \u015fi securitatea zonei  Euro-Atlantice .<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Atacurile  teroriste din 11 septembrie 2001 au reprezentat un moment de cotitur\u0103  al rela\u0163iilor NATO-Rusia. Nevoia de a combina eforturile devenea acut\u0103.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Elaborarea  anual\u0103 a unui plan privind terorismul convenit\u0103 la \u00eent\u00e2lnirea NRC de la  Summit-ul de la Istambul din iunie 2004, a marcat un moment important  \u00een dezvoltarea cooper\u0103rii NATO-Rusia \u00eempotriva terorismului. Drept  urmare, mini\u015ftrii de externe ai NRC au aprobat \u00een decembrie 2004 un Plan  de Ac\u0163iune NATO-Rusia \u00eempotriva Terorismului comprehensiv, care ofer\u0103 o  strategie coerent\u0103 pentru prevenirea terorismului, combaterea  activit\u0103\u0163ilor teroriste \u015fi gestionarea consecin\u0163elor actelor teroriste.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Ca  urmare a acestui plan Rusia va participa la ac\u0163iunile comune ale NATO  privind combaterea terorismului \u00een Marea Mediteran\u0103. Opera\u0163ia Active  Endeavour este un exemplu de succes \u00een acest sens const\u00e2nd \u00een patrularea  estului M\u0103rii Mediterane \u015fi \u00eenso\u0163irea navelor \u00een Str\u00e2mtoarea Gibraltar  ulterior fiind extins\u0103 la \u00eentreg spa\u0163iul M\u0103rii Mediterane.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">S-a  \u00eencercat extinderea acestei cooper\u0103ri \u015fi \u00een Marea Neagr\u0103 dar at\u00e2t  Rusia, c\u00e2t \u015fi Turcia au avut pozi\u0163ii de respingere a acestei ini\u0163iative  chiar dac\u0103 motiva\u0163iile fiec\u0103rei \u0163\u0103ri erau altele. Turcia se temea de  modificarea statutului str\u00e2mtorii Dardanelelor reglementat actual prin  Conven\u0163ia de la Montreau iar Rusia avea argumente de ordin geopolitic. <\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">Sunt  \u015fi multe alte probleme asupra c\u0103rora Rusia \u015fi NATO au divergen\u0163e. \u00cen  cadrul celei de-a 42 Conferin\u0163e de la Munchen dedicat\u0103 securit\u0103\u0163ii  mondiale, Rusia \u015fi-a afirmat dorin\u0163a pentru dezvoltarea colabor\u0103rii dar  \u00eempotriva extinderii NATO c\u0103tre est \u00een realizarea strategiei sale de  ap\u0103rare avansat\u0103. \u00cen eventualitatea extinderii spre est ca organiza\u0163ie  militar\u0103, NATO va deveni \u00een acest caz o amenin\u0163are pentru Moscova .  Rusia pronun\u0163\u00e2ndu-se anterior prin oficialii s\u0103i \u00eempotriva ader\u0103rii la  NATO a Ucrainei motiv\u00e2nd c\u0103 aceasta ar putea d\u0103una intereselor ei. \u00cen  acest sens, exist\u00e2nd \u201eprobabilitatea unor mi\u015fc\u0103ri politice nedorite \u00een  Rusia, dac\u0103 Ucraina devine membru NATO\u201d.<\/span><\/div>\n<p><\/p>\n<div class=\"MsoNormal\" style=\"text-align: justify;\"><span lang=\"EN-US\">\u00cen  cadrul \u00cent\u00e2lnirii NATO-Rusia din Sicilia ce avut loc \u00een februarie 2006,  s-au eviden\u0163iat din nou pozi\u0163ii diferite \u00een ce prive\u015fte problema  contactelor interna\u0163ionale cu mi\u015fcarea islamic\u0103 Hamas , c\u00e2\u015ftig\u0103toarea  alegerilor palestiniene.
